Refurbishment of unoccupied offices on upper floors of the historic buildings on Upper Parliament Street, Nottingham, with change of use from office to secure, managed student accommodation.
The proposal brings the building into use 24 hours a day, increasing activity and offering economic benefits to the city centre.The elevation facing Upper Parliament Street is of significant value to the cityscape, contributing to the historic character of the Old Market Square Conservation Area, and the Express Buildings are Grade II Listed. Hence the appearance of the building has been preserved, with internal alterations introduced where required to achieve the change of use. 73 student bedrooms have been provided in total, in a mixture of cluster flats and self-contained units each containing living, sleeping, cooking and dining facilities, with workspace and en suite bathroom.
